I was thinking it's rugburn too. It's really hard to say without being
able to see the texture of the spot. I'm glad it isn't bothering him. What's

With the better photos I'd say get a vet to look at it. Sasha had a similar lump on her knee a couple of years ago that was really ugly. It burst and had to be surgically removed. Turned out to be some sort of cyst in a sweat gland - on her knee???!!!

That looks a lot like something Finn had on his neck once. Was it sticky at all? The one on Finn's neck was a circle like that, and his fur was stuck to it. When I washed it out with a warm wet washcloth, it "ungunked" the fur and revealed that it was a little red circle. It wasn't raised a lot, but it was not flat or recessed. Tiny bit bumpy and a little bit raised. It was bright red like that. It was there for a week or two, but has been gone for awhile. I still don't know what it was, but it never bothered him. If I see anything like it again, he'll go to the vet. It did look a lot like Chipper's spot.
You pretty much just described it Finn's mom. :)
It was a little sticky after I washed it. It's scabbed over now and just feels rough. No larger yet no smaller. It acts like it's going to scab up and fall off, so we're just leaving it be other than rubbing neosporin on it from time to time.
