Looks either Beagle/Lab or Beagle and some sort of spaniel to me. I see no Border Collie...he's adorable whatever he is though.
I was thinking beagle and spaniel too! The markings are similar to LouLou but the face looks beagle.

Those freckles on his legs make me think Springer Spaniel.
I thought Beagle/Border Collie as well. Very cute! I'll bet he has tons of energy.
