I don't feel that anyone who chains their dog 24/7 and pays no attention to it (which I do see SO much in downtown/west Sac & rural areas like Elverta... but pretty much never in the burbs) deserve to have a dog, AT ALL! That is no life for any animal, not to mention dogs are chains are so much more likely to bite, especially is they're in an open area where kids can run up to them, over-heat, recieve no vet care, recieve no exercise, be underfed, exposed to harsh weather, etc. I would not accept a dog chained all day & night to ever be a healthy or happy animal, period... most dogs with a large fenced yard to run around in are still very poorly-tended to the majority of the time, if they are always outside. I don't even see the point of having of a dog if it's sitting in the yard - it's a waste for the dog & the people.

Here is my problem with the legislation:
Animal abuse laws cover animal abuse in a broad fashion. Is the Animal Control officer feels the animal is being abused FOR ANY REASON then he/she can do something about it. With the language of the law, it would open doors that don't need to be opened.
