The new PM message on send is a bug. There is a slight upgrade to this software that I should install. That might make a difference.
Yes the messages in all your folders count for the total number of messages allowed. The total number allowed is currently set to 200.

I answered with as much as I know about China.
When PM's were first started there was a limit of 30 or 50 or something, but this has been raised to 200, I believe. I am eagerly awaiting the answer to your first question. The only things I've found that help are immediately replying to the PM or logging out of Pet Talk and logging back in again.
