From the looks of things, I'd say he has already moved in with no plans to go anywhere. Such a content little cutie!!!

I think,that Shiloh knows where he is loved Jen,and has no plans to go anywhere.
Where else could he get Great Guardians,lots of Good Food,and always anotherCat,to play with!!
He has the best Furr Ever Home,that he could possibly ask for.
