Candace/Carrie, Help!!

We have a newbie in "General" asking for help for her little 6 month old Chinese Crested puppy named Liberty. Could you check it out and maybe post some suggestion? Hopefully you can help her to nip this problem "in the bud.":) Thanks The post is title '"Please Help Liberty!"
