I'm pretty sure it is! And the BEST, because that's the only one he keeps licking, even though it's over a year old. The E's secretary brought it for him on our Munich visit. :)

Pichu still has that kind of toy too, only Pichu's is a Cosmic Cat and he still loves it - licks it all the time :)
