How long have you had the cats - about a month? It's not a long time for them to get settled and the other pets to get used to them, but if there is no workable solution then you can show them how much you care by making sure they go to a good loving home (maybe without dogs, if they have "dog issues"?)
How big of a deal is it to keep them in separate parts of the house like they are now? Is the upstairs big enough? As long as they have place to play, scratching posts etc and windows to look out, could you not just keep them upstairs, as they are inside-only anyway? PLENTY of people have cats in small apartments or bed-sitters, and as long as the cats have enough stimulation it needn't be a problem.
Its not just over food, Emma gets mad whenever the cats walk in or by my room, Moco goes balistic when they walk over his bed, the food is a huge issue though. I would keep the cats up stairs but then the dogs yelp all night because they dont like been alone, so i would switch them, the cats downstiars and dogs upstairs and the cats were upset and scratched out leather couch. I dont knwo what to do:(
