It depends on the color mutation of the tiel. Because Charlie's a normal grey cockatiel, the brightness of the yellow on his face is a sign that he's a boy. When he was a baby, the color on his face was dull. Because it brightened up, I think he's a male. If it remained dull, that is a sign that he would be a she.
My Muffin has a bright yellow face, and she is a female, but she's a pearl cockatiel, and with her coloring, there is a different way to tell the gender. Pearl cockatiels have white/yellow spots/markings all over their back and wings. For pearls, males lose those markings after maturity, but females keep them. So female pearl cockatiels are brighter than male pearl cockatiels, but male normal grey cockatiels are brighter than female normal grey cockatiels. It is different with every different color mutation. Another way to tell is that if the bird is very vocal, it is normally, but not always, a male. Females tend to be more on the quiet side.
