i have one 2 months old m cat and another 3 weeks old m cat, and the older cat seems to be jelouse from the younger one and act with aggressivness with it, how can i solve this problem, and help both cats?

But isn't 3 weeks old quite young for a kitten to be away from it's mother? Unless it doesn't have one anymore of course.
Yup, 3 weeks old is too young, that kitten doesn't know how to properly respond to the behavior and messages of the older kitten. And other issues could be at play.
