worried about another kitty in neighbourhood

Today as I walked my daughter to school, we spotted a new cat sitting by the shops, it was a big fluffy white and ginger kitty, from the short distance I said it must be a persian, because it appeared to have a squashed looking face.

On getting closer I was horrified as to what I saw this poor kitty had no nose, only nostrils, it looked raw and red but no bleeding or anything, there was liquid running out the nostrils, like it had a cold, and around its ears were pink as well, it did not looked groomed at all, but was wearing a green flea collar.

Now my problem is ONE I don't have any idea who own's it.
TWO maybe kitty has had cancer and has had an operation to remove the nose etc and is recovering.
or THREE has it got cancer eating its face away and getting no treatment, I have never seen it on a cat so I really donot know.

BTW kitty was sitting in the sun grooming itself when we approached it.
