Probably not weird at all - the licking part, that is!
My big orange kitty Murf (RB) had a "sweet spot" on his spine near his hips - when anyone scratched him there, he would bliss out and let his eyes go crossed and start licking anything nearby. It was a very funny sight!
My kitty Winston always wants to lick me while I tickle him - mutual grooming, I think!
As for the dandruff - he might need a different cat food to help with his skin - or maybe some extra brushing....

If it's a short-haired cat you don't have to brush him/her. But sometimes they like it and it helps remove hair that has already fallen out but still sticks to the fur. I am not sure whether it helps against dandruff.
My grand-nephew Bacardi (my niece's cat) got dandruff from the flea collar.
:p my brothers cat is along haired tabby if that helps....
then he should have brushings to prevent fur mats.
he never brushes his cat ...
I'm just saying that my cat (a domestic short hair) gets brushed about twice a week and she seems to be doing fine, her fur doesn't get dandruff or anything. She's sneezing a lot, though, 'cause she has a cold
My husband's parent's cat does what you are talking about. Does she do this when your bother pets her hard? (Not really hard...not mean, just not gentle?) My husband's parent's cat licks her paws out of annoyance, I think.
Is it dandruff? Or dry skins? Cats can get dry patches, just like people can. She could also have a skin allergy.
My Max is long-haired and he does the very same thing!! He goes nuts when I scratch his back, his belly or anything in between....the licking starts and goes on as long as he is being scratched....too funny!!
My SH tabby has dandruff and I've started putting a bit of halibut liver oil into her wet food - just a couple times a week. It seems to help a bit. Got any pics???
