Baby Vinnie, who's about 6 weeks old right now. Owner surrender from a woman who purchased him at a reptile show, and decided she could no longer care for him.

Cute. Unless I have this wrong isn't it illegal in the entire US to sell turtles under 4 inches? Are you in the US?

It depends on the kind of turtle, and the laws vary state to state.

It's not illegal to own baby turtles under 4 inches (many people will breed their adult turtles to raise the babies), it's only illegal for them to be sold to the public in places such as pet stores and flea markets. They can still be sold for "educational" purposes, which is why they're sold in such large quantities at places like reptile shows.
As far as keeping turtles at all, it varies by state. Thankfully my state has no restrictions on owning a pet turtle.
