What does Santa ride when it is NOT Christmas Eve?

A Cycle, of course! A SANTA CYCLE (as it says right on it!)

I see this when I walk my dogs, no idea who the people are though. Just one house we pass, of many.

That's neat! :) I love holiday decorations that are unique like that.
