Hmmmm, I don't blame her. Can you take a piece of carboard or something and wrap it in rope? Then attach it to the wall in that place. Kitties will sharpen their claws on the rope instead.

It's only "safe" when it's covered by a fire-rated wall covering - such as panelling, or drywall.
So don't be mad at the Cats - they're just helping out as Junior Fire Inspectors.
