Licking

Im just wondering what would cause a feamale, small dog to lick her feamale parts all the time? :confused: She seems chapped & very dry down there,so I have been using some bag balm (supposed to be ok for animals). She is not in heat, so Im not sure what could have caused it.
(Cuddles is 1/3 chiuaua (sp), 1/3 mini poodle, & 1/3 Yourksire terrier.... if this helps...)

It may be a skin infection or allergies (or both). My ECS, Sophie, gets something like this (red bumps mostly around her vulva and lower abdomen), I get a cream (animax, has antibiotics and steroid) that I put on her tummy/privates when she gets this. It generally clears up in a few days.
