Avatar Help

Im on a computer (at work shh :p ) that doesnt have an editing program so I was wondering if someone would be kind enough to resize this picture for me?

I'd like to use it as my Avatar and have been trying to resize it in paint for a while but the quality is just horrible when you manually resize it.
