my bird is ichy

i just got a conure yesterday and she or he i don't know what is scraching all the time i was wondering if he might just have dry skin and if so what do i do
also what types of vegies and fruit do they like

His he molting?(losing his feathers and growing new ones)Birds are ichy when they molt.
The like:
hot peppers,corn,peas,rice,wheat bread,and cooked pasta are some of my mom's quaker parrot's favorites
