I went to a different park today and let charlie off the lead, there were to other spaniels near to us and i told him to leave he did so I gave him treats and praise, until the dogs passed, then another dog was far away and I said leave and of charlie ran towards the dog, the recall didnt work either so i went towards him, the owner continued to walk until I asked her politely would she mind standing still so I could collect charlie. and we were together again, dog on lead. naughty boy. Am I releasing him of the lead to early. before my commands are solid.

yeah, I'm guessing it is too early. No dog should be allowed off-leash in an unfenced area unless they're recall is rock solid... what if he had decided to run across the parking lot or street towards a dog? That could've been a tragedy :(

You might want to continue to practice recall and stay several times in a day in your yard, "stay" or "leave it" should be a command that can NEVER be broken. Don't accept him breaking his stay. Take him to the park with a long lead dragging behind him, so you can easily step on it if he runs. good luck :)

I agree. Another thing you could do is walk by food, toys, etc. and command him to "leave it" until he understands.
Another thing...Take a long leash and let him run a little bit then step on it. Make sure he is not going full speed though. Just enough to give a litlle tug.
