My one cat seems to always bite the other one. Willy will be just sleeping or something and Sonny will just walk up to him and bite him on the neck and hold on and then we will hear Willy meow really loud and Sonny won't let go until we push him away. We are worried that Sonny will hurt him. Why does he do this all the time?

It is a dominance behavior. Is Sonny neutered? If not, his attacks may be stronger and more violent and neutering could help, but even if he is neutered, he could still have the need to show Willy who is the boss. If Willy does not seem to fear Sonny, than I would not worry too much. They will work it out on their own.
