They will have cake and ice cream and a pool to play in and toys to unwrap and hot dogs and hamburgers for the human guest. what else can they do or should they have.

Sounds like you have it all worked out! :)
I have Kia's parties at the dog park. They swim and play and then both dogs and owners get cake and ice cream. (ice cream for owners, frosty paws for dogs)
Then on to the presents. :)

That's exactly what we did for my Samantha's first birthday. Her puppy sister came over, I had a couple friends over and my parent's next door neighbor (the one who rescued Samantha and her sister) came over. We grilled hot dogs and hamburgers and let the girls have one of each as a treat. Martha (the neighbor) brought over a steak to split between them so they had that too. I made cupcakes and gave them a little bit of ice cream. And they both got lots of presents! :) It was loads of fun.
