Parakeet

My parakeet has a small growth on the base of his tale. It looks sort of like a small flesh colored mole. It red around it and sometimes he will get irritated and pick at it with his beak. Does anyone know about this?

I'm not totally sure but for whatever its worth, don't touch it, and take the bird to the vet asap.
