my pom mix sometimes wheezes or has a hard time breathing. it's almost always when he is on his back and excited.
is this a health problem that i should look into? or is this normal?

Unfortunately, it's normal for small dogs. :( They have small windpipes, so when they have to breathe a lot (like when they're excited) then they have trouble.
Our dog Cocoa is a Shih Tzu mix and she has the same problem. She also can't be walked on a collar, or she'll cough and wheeze, so we have to use a harness.
If he has a wheeze attack again then try to calm him down by petting him gently, so he slows his breathing, and it'll help him. :)

A wheezing sound is more like what Chipper does...so it's normal then? The vet figured so but everyone replied that it was something bad.

Kai did this as a pup and still has the random attack. What you described could be reverse sneezing. Our vet said it was generally nothing to worry about and in most of the cases, it's nothing serious. He said to just try baby talking the dog and trying to calm it down.
i'm so glad it's normal. i was worried that he had some sort of problem. he hasnt done it in a while because we try to keep him as calm as we can smetimes,and we dont lie him on his back anymore.
