I some one sell puppys before the puppys is 8 weeks, are the person is not serious.. I have heard about someone how bought a puppy when it was 4weeks old.

I think what this person is trying to say is...
(S)he is puzzled that Americans purchase puppies from breeders when we have so many homeless animals. Although it is important to note that the majority of them are in shelters and not on the streets.

In America, how old are puppies when they are taken home from the breeder or adopted? (In other words, at what age is it OK for them to leave their mother?)
Are there many homeless animals on the street?
Unfortunately, I don't know the answers! Can someone else answer?

I'm sure America is much like Canada...Generally, pups go around 8 weeks. Any less than that could affect the pup mentally because it may have not experienced things with mom and the littermates yet.
Yes there are, unfortunately, homeless animals on the street. Well, I don't see as many homeless animals on the street but there are many in the rescues/pounds/shelters.

Some Americans let the pups go as young as 5 1/2 weeks because they are weaned, but they should not go until they are 8 weeks.
As to going to breeders....you're asking the wrong person. I have no idea why people would rather go to a breeder than save a life from a shelter, but, to each his own, which is why there are breeders out there so that people have the option.
Homeless animals on the street, I would say that it depends on the place. In big cities like LA or NYC there are thousands, in rural communities, probably quite a few too, in small town, probably not so many as in suburbia. I have a friend in NYC who runs a no kill shelter and she also feeds the feral strays at JFK airport and I asked her one time how many there were and she said thousands because people go on trips and bring their dog to the airport and just dump it. God I hate humans.
