Scratching?

My yellow lab puppy Ceebers often scratches (about 10 times/day) around his collar. He doesn't have fleas, and I treat him with Frontline top spot for dogs his size.

His collar isn't too tight or too loose and he has been doing this since the day we brought him home....the vet didn't make note of anything going wrong, or that it was a skin problem...

Any suggestions as to why he might be doing this?? Is it just a "habit" that will go away with time? Or is this just a dog thing to do? I'm curious!

It could be the material of the collar is bothering him. Does he scratch that area when he isn't wearing the collar?

He has outgrown 3 different types of collars now and he scratched with all of them. I haven't seen him scratch without it, I will definately have to try that!
