Scaredy Shi Tzu

I have a Shitzu named Snowy, about 10 months old. He is afraid of going outside for a walk tethered still does his peeing and pooping. I've noticed that it has been more scared as ergo into December. He wasn't like this at all during the summer and even fall months.What do you think is wrong with him?

Where do you live? I am wondering if it had to do with there being less light this time of year, if, like me, you are in the northern Hemisphere ... how is his vision? I know Shih Tzu's sometime have eye trouble, and so this could make the world a scarier place for him ...

Sometimes the root of the problem is lack of proper introduction to different people, animals, places and things during the prime puppyhood socialization period.
