The dog next door is not altered and in heat. There is no reason to preach to the choir. I have tried, offered to pay for it, talked it up, etc. It ain't happenin'.
Anyhow, Jasper and this little girl LOVE to play together. They whine to get to one another, and it has always been so fun to watch. Until she went into heat. :o
When she finally finishes, will they go back to playing 'normally', or will that urge now be there forever more?
I remind Jasper to not do what comes naturally...not harshly, but he knows I don't like it, and cowers when I say something. :( I hate all this.
Will it ever be like it was?

It should calm back down when she is out of heat for a few days, and the hormones are gone.

Here in RI, state law requires any dog age 6 months or older be spayed / neutered. Naturally, not everyone complies.
But if you have a similar law, may help you get this resolved!

No such law here. And, even if there was, as I indicated, I have tried often to have this done. I surely would not go so far as to report my neighbor. The dog is not altered, never been bred, and certainly not mistreated.
I just want them to play again.

Just wait until she is out of heat for atleast a week and everything should be fine.

If nothing has changed, then I would think she may be in pain - has illness been ruled out by a vet for her behaviour change?

She has not been bred YET, but if she is loose in an unfenced yard, it is
just a matter of time. :( I could go on & on about how stupid & cruel this
is, but I know that you know more about this than most considering all
the rescue work you are involved in.
Are you keep your foster dog away from her while she is in heat? It might
be better for him & you than showing disapproval at him every time.

Freedom...WHAT ! :(
Maybe I misunderstood what you said...
ANY (ALL) dog(s) MUST be neutered in RI... a LAW !!!
WOW, how in the world did that (legislatively) happen !?!
PS-EDIT:
I just did a search on this, and it's a bit more popular than I thought.... YUK !

Liz- my dog, Jasper is neutered. That was done within the first two weeks that I had my last batch of doggies way back in July
The dogs I have overnight most Fridays are never off a slip lead ( LOL, actually 2 slips at all times) and never left unattended in the back yard. Lots of the ones that come through my basement ARE altered already...but even still I never let those dogs mix with my dog, my neighbors dog or other fosters.
The cycle passed and all went back to normal. Until next time. :(
Oh, and of course this dog is in a fence all the time. Either Jasper is in her yard, or both are in mine. They love to play together. Just this morning,Jasper jumped the fence to get into her yard. He whined and carried on for ten minutes and when I didn't come out to put him over into her yard, he jumped over. Then cried and whined to come back home when she went in. He wouldn't jump back over for.some.reason.
