Hello, Tulip's person. My darling mostly Siamese cat, Bess, also had a hard time with cortisone--and other regular medications. I found that she responded beautifully to a combination of what are called microbial balancing solutions from Perelandra, an outfit in Virginia that has many interesting and alternative ideas and products.
I used Lymphatic and Immune solutions for Bess, and that approach completely took care of her itching, which meant she could have hair on her legs again (!), and it also took care of fleas. It might be worth a try for your beautiful Tulip. It was easy--there are a certain number of drops (in big print on the bottle) to put in a little wet cat food, each separately. She never hesitated to gobble them up, and this was one fussy cat. Then I'd give her the rest of her meal.
