Can you tell more about this bird? Is it native to your area, or to the tropics? Does it fly? So far I haven't any idea, but with more info, you never know!

It was at a flea market being sold by a farmer who had chickens and pigeons, looked like a hawk in a pigeon suit

Well, the pigeon hawk is used in falconry. So I looked at a bunch of web sites for falconry. Didn't see any name close to whay you put. Only short name I saw was the gyr (gyr falcon).
Maybe you will see the name for yourself? Here is one site which listed lots of raptors used in falconry.

Good luck!

That's it, the giant runt. This person clearly had a "w" where the u should have been. They had white with black spots and they were huge. Pigeons are a must have in my future and I've decided to do some research on these beasts.

I used to have some runts, there beautiful and HUGE.
I would get them very young to make them more tame.
If you ever have questions on pigeons let me know. :)
