Rabies Diagnosis

Does anyone know why Rabies cannot be diagnosed by a blood test, as are most ailments? Why must a critter be euthanized and have it's brain explored in order to confirm? I believe that is the common practice, and was just curious as to why there aren't any lab tests available to run on a suspected rabies carrier while still alive.
