They are my bfs friends and i dont want them to get in trouble i just want to save the dog. what are my options and how do i know if its from mal nutrition or if its just sick? Somebody HELP I have a dog of my own and i cant imagine doing that to him. :(

If you do not want to confront them yourself, anonymously call Animal Control. They will investigate the situation.

Call Animal Control right away on these animals you can make an annonymous call to them... Every second pondering what should one perhaps do is a second wasted in getting the animals help .. Being left in these conditions as hot as the weather has been without water especially is cruel and very in-humane some people just don't deserve animals... Id so love to work for animal control or animal cops as seen on Animal Planet on Tv as these sorry pet owners would be tied to a tree in the very same living conditions to see how well they enjoyed it... Id make sure too they had a few fur coats on just so they can experience the whole dog thing....
Stuff like this really makes me mad don't have an animal if you can't care for he or she in the way they are supposed too... They are just innocent creatures and did'nt ask for this kind of a lifestyle.. I cannot begin to tell you how many animals I have had reported in my travels through life too many people just turn a blind eye and say oh it's only a dog / cat or whatever but they are people too just with a little extra fur.....
So if you have'nt made that call please do so for the sake of peace of mind for yourself knowing you did the right thing & think of the animal you have saved from perhaps having a slow painful death of starvation....
