Question about horses?

Does your country (US or other) have a "standard" for paint horses regarding height, build, etc. other than the color? Is there a "paint breed"? Hope you know what I mean! :)

There is also the Pinto registry which is strictly on color, no breeds of purebreds necisarry to join, just has to be a paint!
