Submissiveness to new dog?

Max is our new German Shepherd. Rupert keeps showing some sort of submissivness to Max. He licks Max's lips and rolls over onto his back in front of Max. Is this submissivness or something else???

He is showing submission.

Yeah its a sign of him being submissive to Max, maybe he see's Max as the dominant one of the two so he just back down?
