Leash aggression?

Can someone tell me about this?? I know dogs can become aggressive when on a leash (approching another dog). I understand they feel threatened as they have no where to go if needed...but if the other dog isn't showing aggression at all..why would one be afraid??? I don't know if that makes sense or not....

Sometimes it is also a protective thing. Like they want to protect you from the other animal or person.
