Petition to improve New Yorks' ACC system

It came up on one of the FeLV+ facebook groups I belong to.

I used to look at the daily death row cats, sometimes 50 at a time, but can't do it any more. They don't seem to believe in TNR, picking up street-wise cats and euthanizing them every day.

I wonder if a Change.org petition has actually ever had any influence. Would it not be better to contact legislators directly?
