He only served until 2005 though, right? So the dog/cat food fiasco didn't happen under his watch.
He did approve an antibiotic that caused 10 deaths though, which is enough.

My question now is, are they using him as a scapegoat to make the world think they are serious about these contaimination issues or are they indeed serious.
