How do I upload my avatar?

I was wondering how I go about putting my BC's picture on for an avatar. I tried to put a picture in adobe and get it down to less than 60x60 pixels but apparently I didn't do it right. Any ideas? Thank you in advance.;)

The picture or series of pictures like what I have, the picture should a max of 60 x 60, and if I recall it right, must be in a GIF format.
