Tiger ranch lady at it again

Last night on the news they reported that the former head of the Tiger ranch has been violating the terms of her parole. It was reported that while supposedly under house arrest, she was going out and shopping at stores like Victoris Secret and Lowes. Also she went against the "not being in contact with animals" clause by having two horses on her property and another colt in Maine. Get this, the judge scolded her for doing these things. Why didn't he send her directly to jail??

How did she get away w/house arrest? Doesn't she have to wear an anklet that would go off if she left her house? The fact that she wasn't arrested after keeping horses on her property tells me what I already knew, that the law doesn't take crimes against animals seriously enough. This makes me furious, especially regarding this woman! Her violations were monstrous!
