A remote-desktop access feature found in some Macintoshes is being credited with leading police to two suspects in the burglary of an apartment in New York...

Ha! That's great. We have can access ours remotely, but I don't think I would have thought to do it in that situation. Justin uses it to access work files off his desktop when he's on his laptop. We keep all our pictures on Justin's desktop so I use it on my laptop to access iPhoto on his desktop.

There are programs you can get for Windows that does the same thing, yes. It's called Remote Desktop or something similar that allows you to access your desktop from any computer, so long as both machines have the program installed and running.
