    TO quote the above site:

    Uses of the Fund

    With the consolidation of these funds and the collection of a tax on the petroleum industry, the Fund increased to $1 billion. Fund uses were delineated by OPA to include:

    * Removal costs incurred by the Coast Guard and EPA
    * State access for removal activities;
    * Payments to federal, state, and Indian tribe trustees to conduct natural resource damage assessments and restorations;
    * Payment of claims for uncompensated removal costs and damages;
    * Research and development; and
    * Other specific appropriations.

    The Energy Policy Act of 2005 increased the maximum size of the Fund to $2.7 billion.





    Given they know what Valdez has cost and will cost, I think Congress dropped the ball in not increasing the size of the "fund" beyond $2.7B........but wait.......there was no fund:

    WALL STREET JOURNAL: “Senate Republican Leader Mitch McConnell Of Kentucky Said Tuesday That Democrats Were Raiding The Fund To Pay For Programs Not Related To Oil-Spill Cleanup. New Revenue Raised By The Levy ‘Ought To Be Used To Clean Up Spills,’ He Said.”

    Well, the bozo has already apologized for his first apology. Moron....

    The only crooks I saw have already been replaced in the Federal agency
    that allowed BP is set their own safety standards on drilling in deepwater.
    They shouldn't be allowed to be the judge of how much damage is being
    done by their own carelessness & greed.

    From everything from how much crude is escaping from the broken well,
    to how much damage has already been done, they have lowballed the
    numbers. They cannot be trusted to get anything right.

    BP has done what they were allowed to do.


    CONGRESS has oversight. The Executive Branch has regulatory power through the Dept. of the Interior.

    I am kinda hoping/wishing that the spill stops on it's own, that way everyone will stand there, fingers hidden in their underwear, trying to figure out what's going on.

    If the oil flow stopped on its' own there would be millions of dollors spent on an investigation as to why, while everything else goes to hell in the gulf. That is how these idiots think.

    A read of the interview in Rolling Stone is incredible. So many reasons this guy must go. Overwhelming arrogance, insulting our allies, a totally overblown sense of his own importance and intelligence, disrespect for his position and the system that employs him and....how stupid could he get....Rolling Stone - what Huffington Post wouldn't talk to him???

    Did he self-destroy? Is he really that convinced of his own cleverness? The question of why he did the interview...why he chose Rolling Stone...why he thought he could get away with such disrespect and disregard for the responsibilities of his position are far more interesting questions.

    There is no such thing as coincidence. Gen. McChrystal, I think, did this on purpose. He is 'falling on his sword' so to speak. It can't be an accident that he said these thing to Rolling Stone.

    I read about super tight RoE over there now. I know from first hand experience what happens when stupid strict RoE is in effect. Body bags get filled and soldier morale plumments. WTF is the point of carrying your weapon if you cannot use it to do your job?

    It's what happens when book 'smart' wanna be professors get the keys to the military.

    Are you talking about the Navy?

    If he was a loose cannon, he'd would have come out to the ranks of the arty boys.

    McC is bound by the "rules of engagement" -no I'm not talking about a prenup..

    I read that many of the troops were disgruntled that they were not allowed to "carry out the mission" they were tasked to do.
