I have 3 cats...( 10,9 and 3)
They get fed twice a day (they sleep the rest!) and only get 1/4 cup of food at a time. i always feel a bit guilty not giving them more but they are still on the chunky...

Did the dog break the skin??? If it did you might have to look into that!
That Animal Control officer might want to look for another job!! Sorry you had a hard time with him.Most are not like that....

I do a lot of fostering of puppies and i find the crate training is the best way also.
