Dang, my brother just moved to NY, citing their inability to pass a timely budget as a positive (because that way the politicians get occupied with that and don't mess with other stuff)! He must be so disappointed!

LOL. Pataki has line item veto, so there still can be much self-absorption in Albany.:p
