Help with touching up pics?

Does anyone here have a program that allows them to lighten, touch up, and put like two pictures together? I need some pictures lightened that are too dark and two pictures put together. Thanks

Paintshop Pro is good for that (especially for the price) it's a lot cheaper then adobe.
