Cats sometimes get small colds. Sometimes they don't even sneeze or anything when they have a cold. So maybe your cat is just getting watery eyes because of a health problem. I'm not sure. But cats are smart enough that they shed tears every once in a while. My cats do sometimes.

My 14 year old cat will get watery eyes if she is in an air-conditioned room. I figure the air-conditioning dries her eyes out, and she is trying to keep them moist by producing tears.

Yes cats do cry. They cry in the sense that they have feelings and at some times they DO get them hurt....but they cry for other reasons too. Science has proved that cats and other animals do in fact "cry" at some points in time.
