I just found this while reading the news online....sounds like a great idea to me!

City In Nebraska Considers Feline Leash Law

LINCOLN, Neb. -- Ever tried walking a cat on a leash?
Residents of Lincoln may soon have to make the effort.
City officials are considering implementing a leash law for cats.
The felines would be required to be on leashes when not on their owners' property.
City officials say they're getting too many complaints about the number of kitties running free.

The "leash law" has applied to cats here for years .... unfortunately people still let their cats wander "at large" and thus they get picked up by the pound!:mad: :(

Amen Catmandu!!!

Siriously though, there should be punishments for the people that don't keep a close eye on thier kitties and especially the ones who dont spay/nuter. Too many unwanted kittes happen this way. Enforcing leash laws and such is a good start but I think it should be the owner taken to the pound and not the cat!
