I'm sending a package to my pen pal. Do I have to go down to the post office or can I just put it in one of those public mail boxes?

You should take it to the post office because packages require extra postage, the post office will weigh it for you and make sure it is securely packaged. After they weigh it they will let you know how much the shipping cost will be.
