People use it occasionally to bring to the "top" of the forum a thread they feel is important, would like to keep current, are anxious to get a reply to. I try to use it only rarely; if something is very important that others may have missed:)

I dont use it...unless I know the tread wasn't seen by enough people. Because some things just go straight to the bottom and nobody sees them.

'BTTT' also means 'bump to the top'
