Re: New installation of gas chamber in Metro Animal Control in Casper, Wyoming.

According to a news report on 6/26/01 ( www.k2tv.com (http://www.k2tv.com) ):

A carbon monoxide chamber will be installed and in use by mid July, 2001. Stan Bragg, manager, was featured on K-2 TV and stated that the technicians "can simply put the dogs in the chamber, push a button and walk away as opposed to holding a struggling animal for the injection. " Gillette and 13 other cities also use a CO2 chamber.

Please STOP the installation of carbon monoxide chamber at Metro Animal Control

Dear Mayor Bertoglio, City Council members and City Manager,

I am writing to request that you intervene immediately and STOP the installation of a new carbon monoxide chamber at the City of Casper Metro Animal Control.

I am extremely concerned about Animal Control's plan to install a new CO2 chamber to euthanize animals, as it is known that animals killed in gas chambers often scream in panic, struggling for air, as the gas irritates their eyes and noses! It is an extremely cruel and inhumane method of euthanization.

The use of carbon monoxide chambers for killing animals is an outdated and far less humane method of euthanasia than lethal injection of sodium pentobarbital. Euthanasia by carbon monoxide is slower than lethal injection, and the machines have been known to malfunction. If the carbon monoxide chamber malfunctions or is improperly used, death can take up to twenty minutes while death by injection is almost instantaneous. Carbon monoxide can be hazardous to shelter staff. Repeated exposure to the gas, even at low levels, can result in a variety of long-term human health problems, including cancer, infertility, and heart disease. Cost analysis of the two methods has shown that the cost of lethal injection is slightly less per animal than carbon monoxide.

An article in New Scientist, May 19, 1990, reported on the use of gas by Ruth Harrison. Her visit to a mink farm in Denmark, followed by subjecting herself to inhalation of various gas concentrations, made her conclude, "In my opinion, it (gassing) is no better than the old practice of filling up a dustbin with them and letting them suffocate." Compassion in World Farming reports that in chickens, "Gas stunning will not lead to instantaneous insensibility to pain" (Karen Davis, Prisoned Chickens, Poisoned Eggs, p.121). In September 1998, then Governor Pete Wilson signed into law a ban on the use of carbon monoxide to kill animals in California.

Virtually every major animal protection organization in the country, as well as the American Veterinary Medical Association, advocates intravenous injection of sodium pentobarbital as the euthanasia method of choice. This method is quick, peaceful, and painless when administered properly.

Please insist on euthanasia by sodium pentobarbital at Metro Animal Control. As the city's agency that is responsible for the care and safeguarding of the animals of the community, I would expect that it would have the utmost concern for the humane treatment of animals.
