"....Police records obtained by The Knoxville News-Sentinel show that Hall, who's now on administrative duty, has shot dogs twice before.

The first shooting in 1998 was when Hall responded to a call of a dog trying to attack a neighbor and the other in 2001 was authorized by a supervisor, the records show."---- knoxnews.com

It seems to me that he just plain has a problem with dogs and uses any excuse to shoot them. Especially since this has happened twice before. I don't know what the situations were the other times, but this was just plain excessive force. That is just rediculous. If he's had 'trouble' with dogs in the past, why doesn't he carry pepper spray or something? Why does he shoot to kill?? It seems very strange to me. :(
