It look like it is but I don't think the picture is made using photoshop...

If you look at the light on the dogs and the shadows, the dog on the left has no light on him, the dogs in the middle direct sunlight, and the dog on the right less light, and the shadows are not consistent. I'm guessing the middle two dogs were in the original, and the other two added for more impact.
